The year-round program would allow the youth to earn a wage on the <br />condition they remain in school. <br />Mayor Gaytan suggested the program could be facilitated through Neighborhood Services at the <br />Luque Center. In this manner, the City could provide job training, education, counseling and <br />recreation to lead its youngsters in a positive way. In the Summer, Phase II would be started to <br />target the 18 to 21 years old by offering them jobs and have them re-enter school or some type of <br />job training or vocational training. The third phase of the program would target educational and <br />assistance programs for single parents. <br />PUBLIC COMMENT <br />Mayor Pro Tempore <br />Mr. Elfelgo Vallejo, Colton resident, supported Councilmember Betty Cook for Mayor Pro <br />Tempore. <br />Requests from 1988 <br />Ms. Jean Hart, Colton resident, referred to a letter she had forwarded to Council. She spoke <br />about street repairs, scheduled for Olive and Hillcrest treets, but not Palmdale. <br />Prayer Breakfast <br />Rev. Bob Johnson issued invitation to Council and public to attend the Women's Club Prayer <br />Breakfast set for January 21, 1997 at 8:00 A. M. <br />CONSENT CALENDAR: <br />(1) Minutes -Minutes of 12/3/96 were pulled for corrections to Page 3, District 5, to include <br />the name of John Longfield; to change to District 2 the last section on Page 3; to note that <br />CM Sandoval introduced his family and brought his children forward and that Mayor <br />Gaytan commented "There is only a front door open and no back doors. Deputy City <br />Clerk Delgado explained these were action minutes and not verbatim transcript, which <br />would be lengthy. Mayor Gaytan said there would be discussion as to format at a later <br />time. <br />(2) Warrants - Approval of Warrants Register dated 12-19-96, consisting of 10 Pages; Payroll <br />Warrants Register dated 12-17-96, consisting of 10 Pages; Payroll Warrants Register <br />dated 12-31-96, consisting of 10 Pages, as recommended by the Director of Finance. <br />(3) Claims - Denial of Claims against the City <br />Investors. <br />City Council Minutes January 7, 1997 <br />as submitted by Keith Steele and WHC-3 <br />Page 2 <br />
