At 7:12 P. M., Deputy City Clerk Delgado was present in place and stead of City Clerk Barrera. <br />Video-tape ended at 7:37 P. M. <br />RECESS: <br />At 7:38 P. M., a recess was declared and at 8:13 P. M., the meeting was reconvened with all <br />members present. <br />Budget Presentation (Continued) <br />A report was requested for the meeting of June 23, 1998, on ten questions, applicable to each <br />department, regarding professional services: To identify the nature of the services; when were <br />contracts awarded; when was competitive bidding last sought for each service exceeding one year; <br />initiatives taken to streamline the budget process; initiatives taken to reduce costs of equipment; <br />supplies and/or services; efforts to reduce inventory costs of each department; tracking methods <br />to manage and contain costs for equipment, supplies and services (copiers, computers, machines); <br />and tracking data. <br />City Manager Garcia said that the City did have a variety of professional services and agreed to <br />provide a report outlining what those services were by category and by department. He <br />confirmed that award of contract is reviewed either annually or semi-annually. He indicated that <br />an inventory software program was nearing completion. <br />Review by department continued as follows: <br />FIRE DEPARTMENT <br />Finance Director Anna Vega noted a total decrease in the Fire Department budget in the amount <br />of $420,949, through overtime, P.E.R.S. rate reduction and taxable benefits, with a slight <br />increase in constant manning. <br />COMMUNITY DEVELOPMENT <br />Finance Director Vega reported a total decrease to this department's budget in the amount of <br />$205,915, through two frozen positions. Regarding impact on the level of services, Community <br />Development Director Zamora explained there would be a delay in the amount of time it would take <br />to complete inspections. Director Zamora will report the magnitude of the impact, if any, at mid- <br />year budget review. <br />Additionally, Director Zamora informed that the three code enforcement positions worked <br />staggered shifts and served the community from 8:00 A. M. to 5:00 P. M., Monday through <br />Saturday. On rules and regulations for a yard sale, Director Zamora said that information on <br />permits had been distributed to the public, through Finance Department.
