(4) Human Resource - ITEM PULLED FOR SEPARATE VOTE: Approve Final Draft of <br />the New "Employee Handbook. " <br />Human Resource Director Morris made presentation. <br />MOTION/VOTE: Motion/second by CM Grimsby/Bennett to approve the handbook, in <br />concept, carried with no opposition from the City Council. <br />(5) Human Re_ source/Neigh Svcs - Approved the request for recruitment and ratification of <br />employee appointment to the full-time position of Community Services Coordinator, for <br />Neighborhood Services Division of the Human Resource Department. <br />(6) Human Resource/Police - Approved the request for recruitment and ratification of <br />employee appointment to the full-time position of Police Services Clerk I in the Police <br />Department. <br />(7) Streets -Approved the request for the placement of stop signs on Cameron Street at the <br />intersection of Cameron and Duron Streets, and the placement of stop signs on Reche <br />Canyon Road at the entrance to the Reche Canyon Mobile Home Park. <br />(8) Street Vacation - Approved the declaration of intention to vacate street right-of-way of a <br />portion of Highland Avenue Westerly of 8"' Street between Pleasant View Avenue and <br />Citrus Avenue. <br />(9) Change Order - Approved Change Order #1 to Metro Environmental Services, Inc., <br />contract for removal and construction of fuel/oil storage tanks and add upgrade of <br />underground tanks at the Corporate Yard in the amount of $15,070. <br />(10) Public Works - PULLED FOR DISCUSSION: Approve Request to Solicit Bids for <br />Street Improvement Project 1998-99, Pavement Rehabilitation Project. <br />There was discussion on previous requests for additional information from staff by way of <br />overlays, via GIS, and/or written statements declaring that all departments, and any other <br />entities, have coordinated and communicated on vital projects, thus ensuring that there <br />will be no overlapping of work, or re -work. City Manager Garcia emphasized that the <br />GIS program would be available to provide overlays in January 1999. Assistant City <br />Manager Parrish stated there was an internal group, a capital team, comprised of Tom <br />Clarke, Rob Steel, Public Works and himself. ACM Parrish said he would be providing <br />an informational memorandum outlining pertinent future street improvement plans. <br />CITY TREASURER'S REPORT: <br />Item No. 11, the City Treasurer's reports for July 1998, August 1998 and September 1998, was <br />consolidated with the Consent Calendar and approved.
