- CEREMONIAL MATTERS <br />y Presentations, Awards, Proclamations <br />❖ <br />Congressional Certificate for the City's 111'h birthday presented by Lou Deetz, Field <br />Representative for Congressman George. Brown. <br />❖ Police Officer Grant Zemel introduced to the Community. <br />❖ Certificates presented to the third graduating class of the Police Citizens Academy. <br />❖ Proclamation declared, July 26, 1998, as National Parents Day. <br />❖ Resolution recognized Henry Hooks, Photojournalist for the Precinct Reporter. <br />PUBLIC HEARINGS <br />LIGHTING LANDSCAPEMAINTENANCE DISTRICT <br />This was the time and place continued to for the formation and annual levy of the citywide landscape <br />maintenance district pursuant to the landscaping and lighting act of 1972. <br />Mayor Gaytan declared the Public Hearing "Open." <br />City Clerk Barrera submitted the Affidavit of Publication and reported there were no protests or <br />objections thereto. <br />Councilmember/Public Works Director Hutton summarized his Agenda Report of June 24,1998, <br />wherein he noted that the 1998-99 proposed assessment was m - <br />p po the same as the 1997.98 levy. <br />MOTION/VOTE: There being no requests for public comment, motion/second by CM <br />Sanders/Cook to terminate the Public Hearing carried with no objection. CM Bennett was absent. <br />Motion/second made by CM Sanders/Cook to approve and adopt Resolution R-57-98, ordering the <br />levy and collection of assessments within the City of Colton Landscape and Lighting Maintenance <br />District. <br />Discussion followed on the expectation for performance improvement; the need to improve the <br />environs; the need to closely monitor how the districts are maintained and to include a performance <br />improvement clause in the contract. <br />To inquiry, City Attorney Carvalho advised that to add new territory to the LLMD, required that <br />procedures, outlined under Prop 218, be followed. She stated that the proposed item was a <br />continuation of the district that was formed a number of years ago. She informed that the Engineer's <br />report identified the boundaries of the district and the types of improvements that could be made with <br />the funds generated. <br />The primary motion to approve and adopt Resolution No. R-57-98 carried with CM Bennett <br />r absent.- <br />
