D As an expression of appreciation, daffodil bouquets were presented, from the Mayor and Council, <br />to the department heads and their staff members. <br />D April was declared Natural Resources Conservation Month; proclamation accepted by Community <br />Development Director Zamora. <br />D The week of March 29 to April 4, 1998, was declared Architecture Week. <br />D The week of April 6-12, 1998, was declared National Community Development Week; <br />proclamation accepted by Director Zamora. A copy will be forwarded to U. S. Conference of <br />Mayors. <br />MAYOR AND COUNCIL ITEMS: COMMENTS, INTER -GOVERNMENTAL AGENCY <br />REPORTS, INFORMATION SESSION: <br />0 CM Cook reported on her participation at the National League of Cities Conference held in <br />Washington, D. C. <br />0 To date, City Attorney Carvalho reported that from 52 litigation matters, more than 50% of the <br />cases were resolved and that the city's litigation costs had been reduced by half and projected that <br />within a few months the caseload would be reduced to a manageable level. <br />PUBLIC COMMENT <br />Bill Yahn commented on workshops held at the Community Center. <br />Charles Jackson commented on the deregulation workshop, cashier windows, five-day work week, and <br />budget regarding over -time pay. <br />Mike Correra, Youth Soccer Representative, addressed liability issues as to traffic control. The matter <br />will be referred to the Traffic Committee and the use of Citizens Patrol to be considered. <br />Jean Ferrante commented on extended Closed Sessions; meeting time; RDA monies and the general <br />fund; Cooley Ranch; Clean the City; Taormina services; the Assistant City Manager; the <br />McDonald Report; the League of Cities and the Club 215 settlement. <br />Jerry Bailey, recalling a past problem, warned about pending problem with the Colton water line <br />easement and its installation. The matter was referred to CM Garcia for immediate response. <br />Firefighter Doug Blinkinsop expressed the Firefighters Association's support for Mayor Gaytan. <br />AGENDA REVIEW: City Manager. <br />MOTION/VOTE: Motion by CM Sanders, seconded by CM Cook, to approve the Consent Calendar <br />except for Item Nos. 7, 8 and 9, which were pulled for separate vote, with an informational <br />presentation to be made on Item No. 15, carried with consensus of Council, with CM Hutton and CM <br />Grimsby absent. <br />CONSENT CALENDAR <br />(1) Minutes - Approved Minutes for the Regular Council Meeting held March 03, 1998, and <br />Minutes for the Adjourned Regular Council Meeting held March 10, 1998. <br />Council Mins March 17, 1998 3 <br />
