Mayor Gaytan declared the Public Hearing "open. <br />City Clerk Barrera submitted the affidavit of publication and reported there were no protests or <br />objections thereto. <br />Community Development Director Zamora summarized his written report and recommended approval <br />of Ordinance No. 0-20-98. Director Zamora said there would be further research conducted and a <br />discussion with the City Attorney, in the area of the franchise fee. <br />At 7:00 P. M., CM Hutton left his place at the dais. <br />MOTION/VOTE: With no response to Public Comment, motion/second by CM Bennett/Chastain to <br />terminate the Public Hearing carried with CM Hutton absent. <br />It was moved/seconded by CM Sanders/Cook to waive full reading and pass First Reading of <br />ORDINANCE NO. 0-20-98, carried with CM Hutton absent. <br />At 7:05 P. M. � CM Hutton returned to his place at the dais. <br />PUBLIC COMMENT: <br />The following citizens commented on City concerns: Steve Henderson, William Yahn, Steve <br />Anderson, Chris Gahr, Dale Chronister and Art Ramos. <br />MOTION/VOTE: After comment, CM Hutton moved to add an emergency item to the present <br />Agenda, to have Council discuss the issue to repeal the recent increases in the sewer tax and <br />water tax. There was no second; motion failed. <br />RECESS: <br />At 7:37 P. M., Mayor Gaytan declared a brief recess and at 7:57 P.M., meeting was reconvened <br />with all Members present. <br />MAYOR AND COUNCIL ITEMS: COMMENTS, INTER -GOVERNMENTAL AGENCY <br />REPORTS, INFORMATION SESSION: <br />SHOPP Program (State Highwgy Operation and Protection Program <br />Presentation with handout, on the topic "San Bernardino County, 4 -Year SHOPP," was made by <br />Gary Cohoe, Division Chief, Program/Project Management, District 8, CalTrans. <br />District 1 - West Vallgy P <br />Presentation on the Overall Plan for proposed changes to the West Valley Park, along with <br />estimated costs of $1,50,000 to $200,000 for the first phase, was made by Doug Grove, RHA <br />Consultant. The target date is July 4, 1999. Discussion followed. <br />Council Nfins October 6, 1998 2 <br />
