SEMS <br />Fire Chief Hendrix presented a brief overview of the Standard Emergency Management System. <br />MOTION/VOTE: Motion/second by CM Bennett/Cook to approve the SEMS multi -hazard <br />functional plan and the letter of promulgation qualifying the City of Colton for disaster assistance <br />reimbursement from the State and Federal Emergency Management Assistance Funds (FEMA). <br />Discussion followed on the need to distribute emergency information to the citizens, including the <br />need for an emergency "hotline." With consensus of Council, motion carried with the direction <br />to include the items of concern expressed by Council. <br />POLICE CHIEF'S REPORTS AND RECOMMENDATIONS: <br />Police Chief Patrick Crowe presented. <br />MOTION/VOTE: Motion/second by CM Cook/Chastain to approve and adopt a resolution to <br />award towing franchises to South State Towing and Exclusive Towing, RESOLUTION NO. R- <br />11-99 carried with consensus of Council. <br />UTILITY DIRECTOR'S REPORTS AND RECOMMEDATIONS: <br />Utility Director Tom Clarke provided update on the City of Colton's Y2K Compliance Program, <br />specifically a systems analyses. Finance Assistant Dilu DeAlwis reported that financial software <br />package is Y2K compliant as well as cash receipting module. As to the stand-alone computers, <br />he indicated that several software packages, that would evaluate the hardware and software, were <br />being considered. <br />MOTION/VOTE: After discussion, motion/second by CM Sanders/Chastain to approve Staff's <br />recommendation with the proviso that Staff continue to provide monthly updates and to return <br />with a comprehensive status report on all departments and their Y2K compliance at the second <br />meeting in April, plus a report by the legal team on the City's contractual relationships regarding <br />Y2K compliance. Motion carried with no opposition from Council. <br />_CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />There were no reports. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />CLOSED SESSION: <br />City Attorney Derleth announced that the City Council would meet in Closed Session to discuss <br />the items listed below: <br />(A) CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION <br />Pursuant to Government Code Section 54956.9(a) <br />Case Name: Freeman v.
