PUBLIC COMMENT: <br />The following individuals addressed the assembly: Charles Jackson and John Mitchell. <br />MAYOR AND COUNCIL ITEMS: Comments, Inter -Governmental Agency reports, <br />Information Session and Action Items: <br />COMMENTS: <br />Individual Council Members addressed the following matters: SBIAA and demand letter; 3-5 <br />storm drain; town hall meeting items -District 2, community events; SANBAG to discuss -North- <br />side Corridor and bike path; new business; and, Reche Canyon Task Force Meeting. <br />AGENDA REVIEW: <br />Government Partnership Program <br />City Attorney Carvalho explained that the information regarding the Government Partnership <br />Program for the League of California Cities, Inland Empire Division, had been received after the <br />posting of the agenda and that time constraints for the appointment of the City's representative <br />required immediate attention by Council. <br />MOTION/VOTE: Motion/second by CM Sanders/DeLaRosa to take add the item to appoint the <br />City's Representative to the Govermnent Partnership Program/League of California Cities/Inland <br />Empire Division carried with Mayor Cook absent. The item was designated as Item No. 14A. <br />Lease Agreement/Alliance Power <br />City Attorney Carvalho explained that at the City Council Meeting of November 21', Utility <br />Department Staff had presented a proposed lease agreement concerning the Drews Substation. <br />Council had selected that the City negotiate with Alliance Power. Staff intended to complete <br />negotiations and present the item tonight and because of scheduling errors it was not posted <br />although the item was distributed. It was requested that the item be placed on the agenda upon <br />City Council's finding that there is a need to take immediate action on this item as there are some <br />deadlines that are pending that would effect the party the City is negotiating with. <br />MOTION/VOTE: Motion/second by CM Sanders/DeLaRosa to add the item to consider the <br />lease agreement regarding Alliance Power as an emergency item. Motion carried with Mayor <br />Cook absent. The item was designated as Item No. 14B. <br />MOTION/VOTE: Motion initiated by CM Sanders/DeLaRosa to approve the Consent Calendar <br />Items, except for Item Nos. 4, 6, 7, 12, 14A and 14B which were pulled for discussion.
