ACTION ITEM: <br />Code Enforcement Workshop <br />Sergeant Frank Coe reviewed the handbook presented to City Council, via electronic technology. <br />He spoke about the goals and objectives of the Neighborhood Enrichment Team; the plan for <br />deteriorating properties in town; the conditions caused by the Delphi Sand Fly; qualifying for <br />CDBG funds via target areas; improving the processing of complaints; the Municipal Code <br />proposed revisions for enforcement activities; cost recovery; and, the new role of the Code <br />Enforcement and Housing Appeals Board. He described the anticipated action for alleys, <br />landscape maintenance, rental inspections and signs. <br />Mayor Gaytan left the meeting at 8:07 P. M. Mayor Pro Tempore Emeritus Cook continued <br />presiding over the meeting. <br />Discussion followed on the following items: Establish training for commissioners; fix time limits <br />for health and safety issues; proceed to clean-up during the Delphi Sand Fly's off season; alleys <br />and property lines; and, consider the suggestion to separate water and sewer bill. <br />It was recommended that each Council Member contact his/her own appointee to encourage <br />attendance and participation and Staff was directed to call a commission meeting in March. <br />As to the proposed ordinances, Sgt. Coe indicated that he would present a draft of the ordinance <br />regarding administrative fines and penalties at the April 4`s Council Meeting. Community <br />Development Director Zamora reported that the Sign Committee reviewed the Sign Ordinance and <br />that the City Attorney was reviewing the second revised draft. Discussion followed on Title 19 <br />regarding Property Maintenance. Director Zamora informed about current litigation challenging <br />Los Angeles' rental inspection program, based on Prop. 218. City Manager Garcia announced <br />the following dates and presentations: April for the Sign and Rental Inspection Ordinances; April <br />for the Fines, Forfeitures and Administrative Process Ordinance; May for the abatement process; <br />and, December for the training <br />City Manager Garcia explained that the draft resolutions and draft ordinances would be presented <br />to the Code Enforcement and Housing Advisory Appeals Board. He said that the Sign Ordinance <br />would be presented to the Planning Commission; thereafter, all of the finalized documents would <br />be presented to the City Council for its consideration and formal action. <br />ADJOURNMENT: <br />At 9:07 P.
