person (3), to attend The American Public Power Association (APPA) Legislative <br />' Workshop & Rally in Washington, DC, January 30 - February 2, 2000. <br />STAFF REPORTS: <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />There were no reports. <br />CORRESPONDENCE: <br />Traffic Impact Fees Commercial Development - Washington St & Meadow Lane <br />With a study of the City's traffic impact fees pending, Redevelopment Director Robb Steel <br />reviewed the method used for traffic impact fees applicable to the proposed commercial <br />development project (21/2 to 3 acres, 17,620 square feet) at Washington and Meadow Lane. In the <br />instant case two points were raised: (1) Determine reasonable traffic impact fees and (2) <br />determine any credit for prior improvements. In using the existing traffic impact fee schedule, <br />the fee was $900,000. Following comparisons with major municipal competitors (Rialto, Fontana <br />and San Bernardino), the fee was reduced to $200,000 and for the proposed development, based <br />on the square footage and uses, the estimated fee was determined to be $63,173. Finally, based <br />on current information, from the applicant, the proposed applicable fee was fixed at $43,293. <br />On the second issue regarding credit adjustment in the sum of $37,500, following its study, Staff <br />conducted recommended that no credit be granted for prior public improvements. Director Steel <br />stated the matter would be reconsidered if any substantive documentation was presented to <br />warrant credit. <br />Doug Shackelton, Weldon L. Brown, and Manooch Khambeigi spoke in favor of this item. <br />MOTION/VOTE: After discussion, motion made by CM Chastain, seconded by CM Bennett, to <br />approve Staffs recommendation, specifically, Item No. 1 to conceptually agree to establish the <br />traffic impact fee in accordance with the schedule (formula) outlined in Exhibit C and to apply a <br />10% credit to offset that number. Motion carried with CM Sanders voting "No." CM Grimsby <br />was absent. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />CLOSED SESSION: <br />City Attorney Derleth announced that the City Council would meet in Closed Session to discuss <br />the following items: <br />A.
