Human Resource Dennis Morris explained that the fiscal impact was omitted from his report, as <br />there had been two prior reports that included the financial impact. After discussion, Finance <br />Director Holliman informed that the financial impact was about $140,000 a year, from operating <br />surplus in the current year and in future years it would be money set aside in long-term planning. <br />MOTION: Motion/second was initiated by CM Cook/Chastain to waive full reading and pass <br />URGENCY ORDINANCE NO. 0-11-00, authorizing an amendment to the contract between the <br />City Council of the City of Colton and the Board of Administration of the California Public <br />Employees' Retirement System. Question and answer period continued. <br />VOTE: Motion carried with CM Sanders voting NO. <br />PUBLIC COMMENT: <br />The following citizens addressed community concerns: William Yahn, Jimmy Babacos, Gil <br />Navarro, Art Thompson, Charles Jackson, John Mitchell, Fred Cordova and Frank Sullivan. <br />MAYOR AND COUNCIL ITEMS: Comments, Inter -Governmental Agency reports, <br />Information Session and Action Items: <br />COMMENTS: <br />District 4 - CM Cook addressed the following matters: Colton Woman's Club Centennial <br />Celebration; participation -in High School Homecoming and San Bernardino's Red Ribbon Parade; <br />streets; Make a Difference Day activities; and, Halloween events at the Community Center. <br />District 6 - CM Grimsby addressed the following matters: Upcoming vision impaired tour at the <br />Police Department. <br />District 3 - CM Chastain addressed the following matters: Street improvements and appreciation <br />for the expressions of sympathy on the loss of her father. <br />District 2 - CM DeLaRosa addressed the following matters: Train noise, traffic and trash on <br />railroad tracks; Youth Accountability Board; and, comments under Public Comment. <br />District 1 - CM Sanders addressed the following matters: Rules of Decorum; candidates forum; <br />Burlington Northern Railroad complaints; complaint tracking system; definition and composition <br />of the Ad Hoc Committee; truck parking; streets; George E.
