East Valley Land Company Project <br />MOTION/VOTE: Motion/second by CM Sanders/DeLaRosa to approve and adopt <br />RESOLUTION NO. R-85-00, declaring its official intent to reimburse certain expenditures from <br />the proceeds of bonds or other obligations. Motion carried upon unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Reche Canyon Road Traffic Signals. <br />Assistant City Manager Parrish made presentation regarding placement of two traffic signals and <br />requested approval of funding source. Discussion followed regarding two additional signals; <br />funding sources; specific plan sites; and, matching funds. <br />MOTION/VOTE: It was moved/second by CM DeLaRosa/Mayor Pro Tempore Bennett to <br />approve funding described as alternative one: <br />Alternative One <br />"Of the $217,000, $100,000 must be maintained as matching funds for a CMAQ <br />(Congestion Management Air Quality) grant, leaving $117,000 available for this project. <br />The remaining $133,000 could be appropriated from the Capital Improvement Project <br />Reserve. <br />"In order to use the aforementioned RDA funds, a finding must be made by the <br />Redevelopment Agency Board that this project benefits the Santa Ana River Project Area." <br />If RDA does not make necessary findings, funding will then be appropriated from the Capital <br />Improvement Project Reserve (alternative two.) Motion carried upon unanimous vote. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />CLOSED SESSION: <br />City Attorney Carvalho stated that the City Council would meet in Closed Session to discuss the <br />following Item: <br />(A) CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION <br />Pursuant to Government Code Section 54956.9(a) <br />Name of Case: John Windley v. City of Colton, et al. <br />Case Number: U.S. District Court Case No. 98-6247 CMB (BQRx) <br />At 8:33 P. M., Mayor Pro Tempore Bennett adjourned the general meeting to Closed Session and <br />at 9:18 P. M., the meeting was reconvened with all members. <br />Mayor Pro Tempore Bennett reported that the City Council did meet in Closed Session and <br />discussed the item previously announced. <br />City Council Mins Oct. 17, 2000 5 <br />
