ORDINANCE: First Reading, At Will Employment, Department Heads: City Attorney Carvalho provided background to City Manager's recommendation to changes to the "at will" employment of department heads. CM Chastain was absent from her place at the dais from 6:55 P. M. to 6:58 P. M. MOTION/VOTE: Motion/second by CM DeLaRosa/Ramos to waive full reading and pass first reading of ORDINANCE NO. 0-07-01, adding Section 2.48.140 to the Colton Municipal Code relating to exceptions to the Civil Service System. Motion carried with CM Sanders absent. Second Reading, Fire Safety Employees, PERS Amendment: MOTION/VOTE: Motion/second by CM Chastain/DeLaRosa to waive full reading and pass second reading of ORDINANCE NO. 0-06-01, authorizing an amendment to the contract between the City Council of the City of Colton and the Board of Administration of the California Public Employees' Retirement System.
