It was discussed that the more <br />minor incidents, involving rude behavior, are not receiving the attention that the Police <br />Department would like to give to them. To address this issue, the Committee suggested that a <br />checklist guide, for supervisors to use, to identify potential developing problems. This could be <br />used in conjunction with the customer service log described above. Community policing in <br />Colton was also discussed. The Colton Police Department is a full-service department. It has a <br />Neighborhood Enrichment Program and the Volunteer Policing Program. <br />City Attorney Raymond stated that the Committee did not submit a recommendation on the <br />formation of a police review board. It elected to bring the matter back to the City Council for <br />public input and for Council action. <br />Discussion continued on the following issues: The study, all changes in the policy and procedures <br />be filtered to all Police employees; and, Community Outreach. <br />MOTION: After discussion, motion/second by CM DeLaRosa/Sanders to receive and file the <br />report. Based on the Ad Hoc Committee meetings and its report, the author of the motion <br />declared that there did not appear to be an immediate need for a civil review board. <br />Acting Police Chief Heusterberg expressed appreciation for the Committee's findings and <br />recommendations. He informed that the Police Department was working on a vision statement to <br />reflect that the Police Department is committed to high quality customer service. He declared that <br />in the Police Department's budget are community programs, scheduled to begin in the summer. <br />He emphasized that the Department was developing a cultural diversity training program. <br />A citizen (no name provided) commented on this matter. <br />VOTE: The motion carried with CM Chastain absent. <br />UTILITIES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Utility Director Tom Clarke reported on the proposed agreement and noted it was a twelve -inch <br />water line. <br />MOTIONNOTE: Motion/second by CM Sanders/Ramos to approve the proposed Participation <br />Agreement between the City of Colton and Reche Canyon Mutual Water Company for the <br />extension of a twelve -inch water line in Reche Canyon.
