Motion carried upon unanimous vote. First Reading, Designating Certain Department Head Positions to serve At Will MOTION/VOTE: Motion/second by CM Sanders/DeLaRosa to waive full reading and pass first reading of ORDINANCE NO. 0-09-01, amending Chapter 2.16 of the Colton Municipal Code and designating certain department head positions to serve at the will and pleasure of the City Manager. Motion carried upon unanimous vote. PUBLIC COMMENT: The following citizens addressed the City Council: Michael Berg, Louis Shepard, William Yahn, Kendra LaRose, Jimmy Babacos, Gerardo A. Estrada, Jr., Fred Cordova, Angela DeBello, and John Romero. Mayor Bennett declared that the housing complaints about the Reche Canyon Apartments and Reche Ridge Apartments would be forwarded to Fair Housing and to City Staff for action. City Manager Parrish said the building inspector and a code enforcement officer would be dispatched to investigate the claims. Mayor Bennett asked the City Attorney to investigate and report on the question regarding rent control. Mayor Bennett directed Staff to present a formal report at the next Council meeting. AGENDA CHANGE OF ORDER: Mayor Bennett announced the City Manager's request to advance the Closed Session portion of this agenda and hearing no opposition from Members, she so ordered.
