ORDINANCE: Second Reading, Department Heads, At Will Employment MOTION/VOTE: Motion/second by CM Sanders/DeLaRosa to waive full reading and pass second reading of ORDINANCE NO. 0-07-01, adding Section 2.48.140 to the Colton Municipal Code relating to exceptions to the Civil Service System. Motion carried unanimously. PUBLIC HEARING: This is the time and place fixed to consider ordering the levy and collection of assessments within the Landscape and Lighting Maintenance District No. 1 (LLMD No. 1) Mayor declared the Public Hearing "Open." City Clerk declared that the Affidavit of Publication was on file and reported that no protests or objections were received. Parks and Recreation and Family Services Director Ron Kenny reported there was no increase to the levy for FY 2001/02 and mentioned the scope of work performed and maintained. MOTION/VOTE: Motion/second by CM Sanders/Chastain to terminate the Public Hearing carried upon unanimous vote. Discussion followed about LLMD in District 1 specifically the area north of Golden Spike regarding theft and vandalism of plants, water pressure, a booster pump for $3,000 to $5,000, equitable spread of cost to tract(s), sufficient manpower, LLMD specific areas and future development and districts. MOTION/VOTE: Motion/Second by CM Chastain/DeLaRosa to approve and adopt RESOLUTION NO. R-50-01, amending and/or approving the annual Engineer's Report for the Colton Landscape and Lighting Maintenance Assessment District No. 1, Fiscal Year 2001/2001 and RESOLUTION NO. R-51-01, ordering the levy and collection of assessments for the Colton Landscape and Lighting Maintenance Assessment District No. 1, Fiscal Year 2000/2002. Motion carried upon unanimous vote.
