Kathy Kively introduced Dawn Hassett, Managing Partner who presented the Award of <br />Distinction for the production of the City of Colton Report Card to Mayor Bennett, on <br />behalf of the City of Colton. <br />PUBLIC HEARING: <br />(1) Housing Element Update <br />This was the time and place fixed to consider the proposed Housing Element. <br />Mayor Bennett declared the Public Hearing "Open". <br />City Clerk Carolina P. Barrera declared that the affidavit of Publication was on file and reported <br />that no protests or objections were received. <br />David Zamora, Community Development Director presented an overview of the Agenda Report <br />and requested approval of staffs recommendation. <br />PUBLIC COMMENT: <br />The following citizen expressed his concerns to the Council: Jimmy Babacos, who wanted to <br />know if he bought a home with a loan and couldn't afford to pay the mortgage, would he lose his <br />home? He also wanted to know at what percentage rate was the loan going to be set? <br />Staff responded that Mr. Babacos' questions were not relevant to the Housing Element and that <br />no loans were being approved at this time. <br />Motion/second by CM DeLaRosa/CM Chastain to terminate the Public Hearing. Unanimous <br />Vote. <br />Discussion by staff and council members included the following: Location of additional housing <br />in the West end; are park recreational needs part of the analysis; housing stock characteristics, <br />is the comparison made between rentals vs. home ownership; target date for loan availability; <br />request to have staff return with loan process when available; affect of SB910 as to penalties if <br />housing element is not in place by the state target date. <br />Motion/seconded by CM Chastain/CM Hernandez to approve and adopt Resolution No. R-84- <br />02. Unanimous Vote. <br />ORDINANCES: <br />City Manager Parrish requested that the reading of Ordinance No. 0-11-02 and 0-12-02 be <br />pulled and returned for the August 20, 2002 Regular City Council Meeting: <br />FIRST READING <br />Sound Vehicles And Parades <br />Waive full reading and pass first reading of an Ordinance of the City of Colton, California <br />Amending Title 10, Chapter 10.16 of the Colton Municipal Code relating to Sound Vehicles and <br />Parades, Ordinance No. 0-11-02. <br />ITEM PULL <br />10) <br />
