City Clerk Barrera declared that the Affidavit of Publication was on file and reported that no <br />protests or objections were received. <br />Motion/second by CM Ramos/Hernandez to terminate the Public Hearing. Unanimous vote. <br />Motion/second by CM Hernandez/Ramos to approve and adopt ordering the levy and collection <br />of assessments within the Landscape and Lighting Maintenance District No. 1, (LLMD No. 1) <br />Resolution No. R-65-02 and R-66-02. Unanimous vote. <br />ORDINANCES <br />FIRST READINGS: <br />MAYOR PRO TEMPORE <br />Waive Full Reading and Pass First Reading of an Ordinance Amending Section 2.04.020 of <br />the Colton Municipal Code Concerning the Office of Mayor Pro Tempore, ORDINANCE NO. 0- <br />07-02 <br />Discussion followed with a request from CM De La Rosa that members amend the ordinance to <br />include the requirement of the electronic vote. City Attorney Derleth informed the Council that <br />either voting method is acceptable and at the time of the making of the motion of approval of <br />the ordinance to include that selection of the Mayor Pro Tempore be done by electronic vote. <br />Motion/second by CM De La Rosa/Ramos to waive full reading and pass first reading of <br />ORDINANCE NO. 0-07-02 which included change in the ordinance to indicate that the vote will <br />be taken by electronic vote count. Unanimous vote. <br />Motion/second by CM Chastain/Ramos to confirm the appointment of CM De La Rosa as Mayor <br />Pro Tempore . Motion carried with CM Mitchell abstaining as he was not on the dais during the <br />Council Meeting when initial appointment of CM De La Rosa as Mayor Pro Tempore was <br />approved. <br />ELECTRIC GENERATION FACILITY PROJECT <br />Waive Full Reading and Pass First Reading of an Ordinance Approving the Entering Into a <br />Leaseback Agreement (Electric Generation Facility Project), ORDINANCE NO. 0-08-02. <br />Electric Utility Director Clarke presented staff's recommendation. <br />Motion/second by CM Ramos/Zamora to waive full reading and pass first reading of <br />ORDINANCE NO. 0-08-02. Unanimous vote. <br />ELECTRIC SYSTEM REVENUE FUND <br />Waive Full Reading and Pass First Reading of an Ordinance Repealing No. 0-13-95 and <br />Continuing an Electric System Revenue Fund and Accounts Therein and Providing for the Flow <br />of Funds from the Electric System Revenue Fund, ORDINANCE NO. 0-09-02. <br />Electric Utility Director Clarke presented staff's recommendation. <br />Motion/second by CM Ramos/Chastain to waive full reading and pass first reading of <br />ORDINANCE NO. 0-09-02.
