PUBLIC HEARING: <br />Appeal - East Valley Land Company LLC <br />Time and place fixed to consider an appeal regarding the Planning Commissions decision to <br />deny File Index Number DCV -98-01 (East Valley Land Company), a request for design review, <br />environmental assessment, major variance and a conditional use permit to construct one <br />electronic message board and five outdoor advertising signs (billboards). <br />Mayor declares the Public Hearing open. <br />City Clerk Barrera declared that the Affidavit of Publication was on file and reported that no <br />protests or objections were received. <br />Director Zamora presented for Council consideration appeal by East Valley Land Co. and asked <br />for staff recommendation to uphold the Planning Commission decision. <br />Public Comment: <br />Aaron Hodgdon applicant and presented a letter for each councilmember; spoke in support to <br />overturn the Planning Commission decision to deny. <br />Fred Cordova, spoke against overturning the Planning Commission decision to deny; <br />Warner Hodgdon, spoke in support to overturn the Planning Commission decision to deny; <br />PUBLIC HEARING:(cont.) <br />Motion/second by CM Zamora/Ramos to close public hearing. Unanimous vote. <br />City Manager Parrish provided comments supporting staff's recommendations. CM Zamora <br />responded to Warner Hodgdon. CM Zamora responded to Warner Hodgdon's comment as to <br />political timidity and council payoff and supported City Manager Parrish's recommendation. <br />Motion/second by CM Zamora/Hernandez to approve and adopt Resolution No. R-48-02 <br />upholding the Planning Commission's denial of File Index Number DCV -98-01, and denying a <br />request to construct an electronic message board and five (5) billboard signs. Unanimous vote. <br />ORDINANCE: <br />FIRST READING: <br />Waive Full Reading and Pass First Reading of an Ordinance Amending Existing Ordinance No. <br />0-01-01, (FEMA) Section 15.18.140 to Reflect Change of Floodplain Administrator from John <br />Hutton, Retired Public Works Director, to Amer Jakher, P.E., City Engineer, ORDINANCE NO. <br />0-06-02. <br />Motion/second by CM Ramos/De La Rosa to waive Full Reading and Pass First Reading of <br />ORDINANCE NO. 0-06-02.
