CM Chastain also asked if the City has settled with Southern California Edison on the amount of <br />money that they owe and Utilities Director Clarke responded that Southern California Edison did <br />pay the $800,000 that they owed, however they filed a complaint with the State saying that they <br />overpaid because of their interpretation of the contracts. <br />CM DeLaRosa asked if this project was presented to the Utilities Commission and Utilities <br />Director Clarke stated that the Utilities Commission has not seen the final drafts on this issue. <br />CM Mitchell asked if there was a time frame on this project and Utilities Director Clarke stated <br />that this goes into effect on January 1, 2003. <br />CM Hernandez requested in the form of a motion to approve Item No. 10, contingent on the <br />approval of the Utility Commission. <br />Motion/second by CM Hernandez/CM DeLaRosa to approve the changes in the SCE <br />Transmission Service Agreement, contingent upon the approval of the Utilities Commission. <br />Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />(14) Establishment of a City of Colton Budget Committee (Oral Report). <br />City Manger Parrish presented for consideration the establishment of a City of Colton Budget <br />Committee to look at the potential impact of the City's Budget from the State of California's $35 <br />Billion Dollar budget short fall, which will probably impact the City's operation and the CALPERS <br />investment loss which will also effect the City's operations. City Manager Parrish suggested that <br />the Committee consist of himself, Mayor Bennett, two (2) Councilmembers, Finance Director <br />Dilu de Alwis, City Treasurer Mike Williams and Assistant City Manager Al Holliman and the first <br />meeting be held on Saturday, January 25, 2003. <br />City Attorney Dean Derleth explained the need to determine if this is an ad-hoc Committee or a <br />standing Committee in regards to the Brown Act. <br />With consensus, Council determined that this would be a temporary ad-hoc Committee to <br />evaluate the possible effects to the City Budget due to the current State Budget crisis and to <br />report back to Council the final determination by the Committee and at that time determine if this <br />should be a standing Committee. <br />Councilmembers appointed to the Committee are: Mayor Bennett, CM DeLaRosa and CM <br />Ramos. <br />Motion/second by CM Hernandez/CM Zamora to approve the establishment of the City of <br />Colton Budget Committee. Motion carried with CM Mitchell voting NO. <br />CLOSED SESSION: <br />City Attorney Dean Derleth announced that the Council Members would meet in Closed Session <br />to discuss Items A. through G. as listed below, excluding Item B: <br />A.
