Vernon and Scenic <br />➢ RDA Manager <br />Dr., clean up <br />➢ <br />Colton Ave. apartments <br />Votinq Delegates — League of CA Cities Special Membership Meeting <br />Motion/second by CM Ramos/Zamora to approve council recommendation to appoint Mayor Pro <br />Tempore Chastain as delegate and CM Mitchell as alternate delegate, to represent Colton at <br />the League's Special membership meeting in Sacramento on May 15, 2003. Motion carried with <br />Mayor Bennett and CM De La Rosa absent. <br />BOARDS AND COMMISSIONS: <br />No appointments made. <br />AGENDA REVIEW: <br />Public Comment <br />The following citizen addressed the City Council on items 9 and 31: Joe Perez. <br />AGENDA REVIEW: (cont'd <br />City Manager Parrish presented Consent Calendar Item No.(s) 6 through 31 for approval, with <br />Item No. 24 being pulled for an amendment to the agreement, and items 25 — 30 pulled for <br />separate vote. <br />City Engineer Jakher provided an explanation on item 12 for the public. <br />Park, Recreation and Family Services Director Kenny provided information on Item 22 regarding <br />sufficient parking and the outreach to the City schools. <br />City Manager Parrish read changes to Amendment #1 on Item 24, to read as follows: Addition <br />of section 1.6, in the event that the Agency and CNSHI have not reached agreement with <br />respect to distribution of the settlement proceeds on or before September 30, 2003 the Agency <br />and CNSHI hereby agree to submit the matter to JAMS (Judicial Arbitration Mediation Service) <br />for alternate resolution in accordance with the procedure that JAMS has established for such <br />dispute resolution. The parties hereby agree that in the event of recourse to alternate dispute <br />resolution, the matter shall be submitted to the jams office located at 650 E.
