"Outdoor festival" means any music <br />festival, dance festival, "rock" festival or similar musical <br />i <br />activity, at which music is provided by paid or amateur perform- <br />ers or by pre-recorded means, which is held at any place other <br />than in a permanent building or permanent installation which <br />has been constructed for the purpose of conducting such activities <br />or similar activities, and to which members of the public are <br />invited or admitted for a charge or free of cost. <br />An "outdoor festival" shall not include: <br />(a) Performance of any of the above activities within <br />I the confines of a private residence, so long as such activities <br />are not advertised to the members of the public and guests are <br />admitted free of cost; or <br />(b) Any amateur musical performance which has not <br />been advertised to the public, which is free to members of the <br />public , and where attendance will not exceed 50 persons. <br />PASSED, APPROVED AND ADOPTED this 17th day of March , <br />1981. <br />ATTEST: <br />Mayo 0— <br />City Clerk <br />
