<br />of the said County, being duly sworn, deposes
<br />and says:
<br />THAT ....S..he is and at all the times herein
<br />mentioned was a citizen of the United States, over
<br />the age of twenty-one years, and that ..... She
<br />is not a party to, nor interested in the above
<br />entitled matter; that .......she is the principal clerk
<br />of the printer of the Colton Courier, a newspaper
<br />of general circulation, printed and published in
<br />the City of Colton, State of California, County of
<br />San Bernardino, and which newspaper is published
<br />for the dissemination of local news and intelli-
<br />gence of a general character, and which newspaper
<br />at all the times harein .mentioned had and stip
<br />has a bona fide subscription list of paying sub-
<br />scribers, and which newspaper has been estab-
<br />lished, printed and published at regular intervals
<br />in the said City of Colton, State of California,
<br />County of Son Bernardino, for a period exceeding
<br />one year next preceding the date of publication of
<br />the notice hereinafter referred to; and which news-
<br />paper is not devoted to nor published for the in-
<br />terests, entertainment or instruction of a particular
<br />class, profession, trade, calling, race, or denomin-
<br />ation, or any number of some; that the notice, of
<br />which the annexed is a printed copy, has been
<br />published in each regular and entire issue of said
<br />newspaper and not in any supplement thereof on

<br />ORDINANCE NO. 1624
<br />AN ORDINANCE OF IHE CITY
<br />OF COLTON REQUIRING THE
<br />PROVISION OF WATER LINES
<br />AND FIRE HYDRANTS IN
<br />CONJUNCTION WITH CER-
<br />TAIN BUILDING CONSTRUC-
<br />TION OR CHANGE IN USE.
<br />WHEREAS, City water lines
<br />and systems serving existing lots
<br />of record are in many instances
<br />inadequate to provide sufficient
<br />water pressure and volume for
<br />fire protection facilities to pro-
<br />tect the public's safety; and
<br />WHEREAS, fire hydrants
<br />were not supplied in connection
<br />with the initial division of such
<br />property In many Instances, and
<br />such properties are currently
<br />denied the protection of adequate
<br />fire hydrants;
<br />THE CITY COUNCIL OF THE
<br />CITY OF COLTON DOES OR-
<br />DAIN AS FOLLOWS:
<br />SECTION ONE: This Council
<br />finds that adequate fire hydrants
<br />with sufficient water pressure
<br />and volume are necessary prere-
<br />quisites for the public health,
<br />safety, welfare and enjoyment of
<br />property within the City of C61 -
<br />ton, and conversely, that the lack
<br />of these improvements is in-
<br />jurious to the safety and welfare
<br />of the inhabitants of Colton.
<br />SECTION TWO: No change
<br />may be made in the occupancy
<br />or use of any building which
<br />would place the building in a dif-
<br />ferent division of the same group
<br />of occupancies or in a different
<br />group of occupancies, as defined
<br />by the edition of the Uniform
<br />Building Code then In effect, nor
<br />may any building permit be
<br />issued for any addition to a
<br />building which will increase the
<br />area of the building by more than
<br />25% of its existing area, nor shall
<br />any permit be issued for the con-
<br />struction of a building, structure,
<br />or dwelling unless provisions are
<br />made for the construction and in-
<br />stallation of such water lines and
<br />fire hydrants as are determined
<br />by the Department of Public
<br />Works to be necessary to provide
<br />necessary fire flow In ac-
<br />cordance with City standards.
<br />SECTION THREE: UpOnwrit-
<br />ten recommendation Of the City
<br />Fire Chief, the City Engineer
<br />may in his discretion authorize
<br />the construction and Installation
<br />of water lines and fire hydrants
<br />by the property owner at a later
<br />date upon notification from the
<br />city pursuant to the terms of a
<br />lien agreement prepared by the
<br />City to secure performance of
<br />the work. In such event, the Pro -
<br />party owner
<br />a fee for

<br />ment in an amount determined
<br />by resolution of the City Council.

<br />ADOPTED this 20th day of July,
