The City of Colton hereby elects to receive, <br />deposit, accept forfeitures and otherwise process the posting of <br />bail for parking violations for which a written notice of parking <br />violation has been issued within the boundaries of the City of <br />Colton. <br />SECTION 2. The City Council is hereby authorized by <br />Minute action to contract with an authorized agency to provide for <br />the receipt, deposit, acceptance and processing of bail for park- <br />ing violations. <br />SECTION 3. The City Council is hereby authorized to es- <br />tablish a bail schedule for violations of its ordinances and for <br />s <br />all parking violations occurring within the City of Colton by reso- <br />lution. <br />SECTION 4. This ordinance is hereby declared to be an <br />emergency measure necessary for the immediate protection and pres- <br />ervation of the public peace, health, safety and welfare of person: <br />and property within the City of Colton; the facts establishing the <br />necessity for such emergency measure are that the San Bernardino <br />County Municipal Court has refused to collect bail for parking vio- <br />lations and traffic hazards and impairment of rights of way is like <br />ly to occur unless a method for collecting fines is established. <br />
