<br />of the said County, being duly sworn, deposes
<br />and says:

<br />mentioned was a citizen of the United States, over
<br />the age of twenty-one years, and that ..S...he
<br />is not a party to, nor interested in the above
<br />entitled matter; that --- s ... he is the principal clerk
<br />of the printer of the Colton Courier, a newspaper
<br />of general circulation, printed and published in
<br />the City of Colton, State of California, County of
<br />San Bernardino, and which newspaper is published
<br />for the dissemination of local news and intelli-
<br />gence of a general character, and which newspaper
<br />at all the times herein mentioned had and still
<br />has a bong fide subscription list of paying sub-
<br />scribers, and which newspaper has been estab-
<br />lished, printed and published at regular intervals
<br />in the said City of Colton, State of California,
<br />County of San Bernardino, for a period exceeding
<br />one year next preceding the date of publication of
<br />the notice hereinafter referred to; and which news-
<br />paper is not devoted to nor published for the in-
<br />terests, entertainment or instruction of a particular
<br />class, profession, trade, calling, race, or denomin-
<br />otion, or any number of some; that the notice, of
<br />which the annexed is a printed copy, has been
<br />published in each regular and entire issue of said
<br />newspaper and not in any supplement thereof on
<br />the following dates, to -wit:

<br />CITY COUNCIL OF THE
<br />CITY OF COLTON
<br />ESTABLISHING PRO
<br />CEDUIRE FOR ACCEP

<br />FORFEITURES AND
<br />PARKING VIOLATIONS.
<br />THE CITY COUNCIL OF
<br />THE CITY OF COLTON OR
<br />DA INS AS FOLLOWS:
<br />SECTION 1. The City of Col
<br />ton hereby elects to receive,
<br />deposit, accept forfeitures and
<br />otherwise process the posting of
<br />bail for parking violations for
<br />which a written notice of park-
<br />ing violation has been issued
<br />within the boundaries of the Ci-
<br />ty of Colton.
<br />SECTION 2. The City Council
<br />is hereby authorized by Minute
<br />action to contract with an
<br />unauthorized agency to provide
<br />for the receipt, deposit, accep
<br />tante and processing of bail for
<br />parking violations.
<br />SECTION 3. The City Council
<br />is hereby authorized to establish
<br />a bail schedule for violations of
<br />its ordinances and for all park-
<br />ing violations occurring within
<br />the City of Colton by resolution.
<br />SECTION 4. This ordinance is
<br />hereby declared to be an
<br />emergency measure necessary
<br />for the immediate protection
<br />and preservation of the public
<br />peace, health, safety and
<br />welfare of persons and property
<br />within the City of Colton; the
<br />facts establishing the necessity
<br />for such emergency measure
<br />are that The San Bernardino
<br />County Municipal Court has
<br />refused to collect bail for park-
<br />ing violations and traffic
<br />hazards and impairment of
<br />rights of way is likely to occur
<br />unless a method for collecting
<br />fines is established.
<br />SECTION 5. This ordinance
<br />shall be deemed in effect im-
<br />mediately upon its adoption,
<br />and the City Clerk is hereby
<br />directed to publish this or-
<br />dinance, pursuant to law, within
<br />fifteen (15) days of the passage
<br />hereof.
<br />PASSED, APPROVED and
<br />ADOPTED this 20th day of
<br />September, 1983.
