The City Council finds and declares: <br />1. That a public hearing has been duly and legally held <br />1by the Planning Commission of the City of Colton on a Text Amend- <br />Iment to Title 18 of the Colton Municipal Code and Ordinance No. <br />11602. <br />2. That said Planning Commission has recommended the <br />ladoption of the proposed Text Amendment. <br />3. That said Text Amendment and the rer_ommended action <br />appropriately shown is as follows: <br />18.12.155 SP Specific Plan Zone. A. Intent and Purpose. <br />The Specific Plan Zone is intended to be used only when a <br />Specific Plan is adopted by the City in compliance with <br />Section 65500 of the State Planning, Zoning and Develop- <br />ment Laws. This zone shall replace any existing zone <br />and shall be governed by the development standards outlin- <br />ed in the Specific Plan. When adopting a Specific Plan, <br />the Council shall hold Public Hearings as prescribed in <br />the State Planning, Zoning and Development Law. The pub- <br />lic shall be notified that the Specific Plan also includes <br />a change of zone for the area and all other regulations for <br />a change of zone shall be adhered to. Once the Specific <br />Plan has been adopted by ordinance and has become effec- <br />tive, the Director of Planning shall, cause all pertinent <br />maps and regulations to be duly amended and thereafter <br />all development of the affected area shall conform to <br />those regulations contained in the text of the Specific <br />Plan subject to whatever allowance may be made by the Zon- <br />ing Ordinance for non -conforming uses, land or structures. <br />Any regulations not specifically mentioned in the Specific <br />Plan document shall be governed by the Zoning Ordinance. <br />SECTION TWO.
