That a public hearing has been duly and legally held by the <br />Planning Commission of the City of Colton on one Zone District Amendment <br />application to amend Section 18.12 of Ordinance No. 1602, as amended. <br />2. That said Planning Commission has recommended the adoption of <br />the proposed amendment and the zone reclassification of certain parcels <br />of land in accordance with and pursuant to said application. <br />3. That said parcel is delineated and the recommended action <br />appropriately shown and for convenience is referenced indexed on the <br />maps on <br />file in <br />the <br />City Clerk's Office numbered as follows: <br />Map <br />Nos. 11 <br />and <br />15 <br />Change of Zone from FP -1 to R-3, on property located north <br />of Fairway Drive, west of Warm Creek Flood Control Channel <br />(A-1-86). <br />4. That a public hearing has been duly and legally held by the <br />City Council on the aforesaid recommendation of the Planning Commission <br />with the following conditions of approval: <br />1. Prior to application for building permits, the developer <br />shall cause a noise study to be conducted by a consultant <br />of the City's choice. Findings and requirements of said <br />study shall be incorporated into the design of the build- <br />ings for the project. <br />2. An emergency access road to North Sperry shall be required. <br />If, however, it becomes unfeasible to link this project to <br />the area to the north, due to the great grade separation, <br />the DRC may waive this requirement and make whatever other <br />plausible solution available. <br />3. The project applicants must join Assessment District No. <br />84-1, being created to create public improvements in the <br />area. <br />SECTION TWO. The zone reclassification herein above referred to <br />
