BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLTON AS FOLLOWS: SECTION ONE: The City Council finds and declares: 1. That a public hearing has been duly and legally held by the Planning Commission of the City of Colton on one Zone District Amendment application to amend Section 18.12 of Ordinance No. 1602, as amended. 2. That said Planning Commission has recommended the adoption of the proposed amendment and the zone reclassification of certain parcels of land in accordance with and pursuant to said application. 3. That said parcel is delineated and the recommended action appropriately shown and for convenience is referenced indexed on the maps on file in the City Clerk's Office numbered as follows: Map Nos. 11 and 15 Change of Zone from FP -1 to R-3, on property located north of Fairway Drive, west of Warm Creek Flood Control Channel (A-1-86). 4. That a public hearing has been duly and legally held by the City Council on the aforesaid recommendation of the Planning Commission with the following conditions of approval: 1. Prior to application for building permits, the developer shall cause a noise study to be conducted by a consultant of the City's choice. Findings and requirements of said study shall be incorporated into the design of the build- ings for the project. 2. An emergency access road to North Sperry shall be required. If, however, it becomes unfeasible to link this project to the area to the north, due to the great grade separation, the DRC may waive this requirement and make whatever other plausible solution available. 3. The project applicants must join Assessment District No. 84-1, being created to create public improvements in the area. SECTION TWO. The zone reclassification herein above referred to
