ORDINANCE NO. 0-17-87 <br />AN ORDINANCE OF THE CITY OF COLTON ADDING <br />CHAPTER 18.30 TO TITLE 18 OF THE COLTON <br />MUNICIPAL CODE TO SET FORTH CONDITIONS <br />AND PROCEDURES FOR PERMITTING RECYCLING <br />FACILITIES <br />WHEREAS, the City Council desires to make redemption and <br />recycling of reusable materials convenient to the consumer in <br />order to reduce litter and increase the cycling of reusable <br />materials; and <br />WHEREAS, the City Council desires to encourage the pro- <br />visions of recycling services by adopting a comprehensive and <br />easily understood program of permitting and regulating such <br />uses; and <br />WHEREAS, the amendments recommended by this Resolution are <br />found by the City Council to be necessary to provide for imple- <br />mentation, within the areas of Colton, of the California Beverage <br />Container Recycling and Litter Reduction Act; and <br />WHEREAS, a Negative Declaration has been issued for the <br />proposed zoning ordinance amendment in compliance with the Cali- <br />fornia Environmental Quality Act, and State and County environ- <br />mental review guidelines; and <br />NOW, THEREFORE, be it ordained by the City Council of the <br />City of Colton that the City's Zoning Ordinance is amended <br />to allow the addition of Chapter 18.30 to set forth defini- <br />tions, conditions, and procedures for permitting recycling <br />facilities. <br />SECTION 1.
