tainer types in a proportion commensurate with their <br />relative redemption rates, and to meet the requirements <br />of certification as a recycling facility, multiply <br />grouping of Reverse Vending Machines may be necessary. <br />A Bulk Reverse Vending Machine is a Reverse Vending <br />Machine that is larger than 50 square feet; is designed <br />to accept more than one container at a time; and will <br />pay by weight instead of by container. <br />D. Mobile Recycling Unit <br />A Mobile Recycling Unit means an automobile, truck, <br />trailer or van, licensed by the Department of Motor <br />Vehicles, which is used for the collection of recycl- <br />able materials. A Mobile Recycling Center also means <br />the bins, boxes or containers transported by trucks, <br />vans, or trailers, and used for the collection of <br />recyclable materials. <br />SECTION 2. PERMITS REQUIRED <br />No person shall permit the placement, construction, or <br />operation of any recycling facility without first obtaining a <br />permit pursuant to the provisions set forth in this Section. <br />Recycling facilities may be permitted as set forth in the follow- <br />ing table. <br />In addition to the permits described below a Reverse Vend- <br />ing Machine(s) or a Small Collection Facility may also be allowed <br />in special zones which allow uses permitted in commercial or in- <br />dustrial zones with an Administrative Permit; and a Large Collec- <br />tion Facility or Processing Facility may be allowed in agricul- <br />tural zones with a Conditional Use Permit. <br />Type of Facility <br />Reverse Vending <br />Machine(s) <br />Small Collection <br />Zones Permitted <br />All Commercial <br />All Industrial <br />All Commercial <br />4 <br />Permit Required <br />By Right <br />Administrative <br />
