within Drainage Benefit Area No. 1 could cause adverse <br />impacts upon the public health, safety and welfare unless <br />adequate drainage facilities are constructed within the <br />Area; and <br />WHEREAS, without the immediate imposition of fees <br />to offset the costs of construction of such drainage facil- <br />ities, the City lacks the financial capability to pay for <br />the necessary drainage facilities; <br />NOW, THEREFORE, the City Council of the City of <br />Colton does hereby ordain as follows: <br />Section 1.
