The Commission <br />shall only designate as a hearing officer a person or persons who <br />have experience and/or training as professional mediators, <br />hearing officers, arbitrators, or judges. <br />E. Housing Services - Those services provided and <br />associated with the use or occupancy of a mobile home park space, <br />including but not limited to repairs, insurance, maintenance, <br />replacement, painting, light, heat, water, laundry facilities and <br />privileges, refuse removal, parking, recreation facilities, <br />security services, and any other benefits, privileges or <br />facilities included in any rental agreement or lease. <br />F. Mobile Home - A structure designed for human <br />habitation and for being moved on a street or highway under <br />permit pursuant to Section 35790 of the Vehicle Code. Mobile <br />home does not include a recreational. vehicle, as defined in <br />Section 799.24 of the Civil Code or a commercial coach as defined <br />in Section 18218 of the Health and Safety Code. <br />G. Mobile Home Owner or Resident - Any person entitled <br />to occupy a mobile home dwelling unit pursuant to ownership <br />thereof or a rental or lease agreement with the owner thereof. <br />H. Mobile Home Park or Park - An area of land where <br />two or more mobile homes sites are rented, or held out for rent, <br />or held out for use to accommodate mobile homes used for human <br />habitation. <br />I.
