The agreement need not be a formal lease or follow <br />any prescribed format but the rent must be binding upon both <br />the owner and tenants for the duration thereof. The agree- <br />ment may contain such other provisions as may be agreed upon <br />by the parties thereof. <br />3. The agreement must be voluntarily consented to by at <br />least one adult tenant from sixty-seven percent (67%) of the <br />mobile home rental spaces within the park excluding those <br />spaces exempted from the provisions of this chapter pursuant <br />to the provisions of Section 1.03A. This consent shall be <br />evidenced by the signature of such adult tenants on such <br />consent form as may be required by the commission. The <br />consent form shall be circulated or provided for signature <br />only in accordance with such rules and regulations as may be <br />established by the Commission. <br />SECTION 1.04 RENT REVIEW COMMISSION; ESTABLISHMENT AND POWERS <br />A. Establishment - The Rent Review Commission of the <br />City of Colton is hereby established. <br />B. Composition - The Rent Review Commission shall <br />consist of five (5) regular members and two (2) alternate <br />members. One regular member shall be a mobile home owner or <br />tenant who resides in the City of Colton; one member shall be a <br />mobile home park owner, operator, manager or designated agent of <br />A <br />
