One license may be issued <br />to two or more qualifying applicants as a joint venture. Each <br />calendar year a total of ten (10) licenses may be issued, such <br />licenses shall be distributed based on organizational categories <br />as follows: <br />Churches/Religious Organizations - 3 licneses <br />Youth Groups (High School, Sports, other) - 5 licenses <br />Civic Organizations - 2 licenses <br />ADOPTED: March 1, 1988. <br />(ATTEST: <br />HELEN A.
