A National Categorical <br />Pretreatment Standard containing pollutant dis- <br />charge limits promulgated by the EPA in accor- <br />dance with Section 307(b) and (c) of the Act <br />(33 U.S.C. 1347) which applies to a specific <br />category of Industrial Users. <br />City. The City of Colton or the City Council <br />of Colton. <br />Class I User. Any User which discharges one <br />or more of the following: 1) industrial waste- <br />water at a rate of at least 20,000 gals. per <br />day (GPD); 2) wastewater equivalent to 20,000 <br />GPD of domestic strength wastewater; 3) waste- <br />water which contains significant concentrations <br />of any toxic pollutant(s) listed by the EPA or <br />any additional pollutants listed in Exhibits <br />"A" or "B"; 4) wastewater for which the Director <br />
