WHEREAS, California Government Code Section 36937(b) <br />allows this legislative body to adopt, upon a four-fifths <br />(4/5) vote, urgency measures to protect the public peace, <br />health, or safety; and <br />WHEREAS, to the extent that urgency measures to protect <br />the public peace, health, or safety may be defined as <br />projects under the California Environmental Quality Act, the <br />adoption of such urgency measures by local agencies is <br />exempted from environmental review by California Public <br />Resources Code Section 21080(b)(4); <br />NOW, THEREFORE, BE IT ORDAINED by the City Council of <br />the City of Colton as follows: <br />SECTION 1. DEFINITIONS <br />For the purpose of this Ordinance the following words, <br />terms and phrases shall have the following meaning: <br />A. "Consumer Price Index or C.P.I." means the Index <br />known as the "Consumer Price Index for all Urban Consumers: <br />for the Los Angeles - Anaheim - Riverside Area," (Base year, <br />1967), as published by the United States Department of Labor <br />Bureau of Labor Statistics. <br />B. "Housing Services" means those services provided to <br />tenants by mobile home park owners associated with the use <br />or occupancy of a mobile home park space, including but not <br />limited to repairs, insurance, maintenance, replacement, <br />painting, light, heat, water, laundry facilities and <br />-4- <br />
