I ORDINANCE NO. 0-27-89 <br />2 AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF COLTON, AMENDING ORDINANCE NO. <br />3 0-32-88$ OF THE CITY OF COLTON, PERTAINING <br />4 <br />TO RE -INSPECTIONS, REPEATED INSPECTIONS, <br />INFERIOR WORKMANSHIP, FAILURE TO <br />5 ADEQUATELY ADDRESS WORKMANSHIP ISSUES, <br />AND DECLARING THE URGENCY THEREOF <br />6 WHEREAS$ the City of Colton has experienced the completion of <br />7 residential housing projects which have resulted in the discovery <br />8 of inferior workmanship and Building Code violations subsequent to <br />9 the residences being occupied; and <br />10 WHEREAS, the occurrences indicated above are not uniformly <br />11 distributed throughout residential building projects in the City <br />12 of Colton but, rather, are concentrated in particular projects <br />13 where requests for inspections, re -inspections and repeated <br />14 inspections are numerous and still, do not prevent the later <br />15 discovery of Code violations and inferior workmanship; and <br />16 WHEREAS, the situations described above are generating financial. <br />17 hardship on the City of Colton through the collection of building <br />18 permit fees related to those projects; <br />19 WHEREAS, the occurrences referenced above in these Recitals arp <br />20 causing a manpower shortage in the Building Department of the City <br />21 of Colton due to the demand put on that Department by certain <br />22 projects through repeated requests for inspections and <br />23 re -inspections; and <br />24 <br />25 <br />26 <br />27 <br />28 <br />
