1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />ORDINANCE NO. 0-16-90 <br />AN URGENCY ORDINANCE OF THE CITY COUNCIL OF <br />THE CITY OF COLTON CREATING AND ESTABLISHING <br />A CONTROL OF BACKFLOW AND CROSS -CONNECTIONS <br />WHEREAS, California Government Code Section <br />36937(b) allows this legislative body to adopt, upon a <br />four-fifths (4/5) vote, urgency measures to protect the <br />public peace, health, or safety; <br />NOW THEREFORE, The City Council of the City of <br />Colton does ordain as follows: <br />SECTION NO. 1 CROSS -CONNECTION - GENERAL POLICY <br />1.1 Purpose: The purpose of this Ordinance is: <br />To protect the public potable water supply of <br />the City of Colton from the possibility of <br />contamination or pollution by isolating within <br />the customer's internal distribution system(s) <br />such contaminants or pollutants which could <br />backflow into the public water systems; and, <br />To promote the elimination or control of <br />existing cross -connections, actual or potential, <br />between consumer's in -plant potable water system(s) <br />and non -potable water system(s), plumbing fixtures <br />and industrial piping systems; and, <br />To provide for the maintenance of continuing <br />Program of Cross -Connection Control which will <br />systematically and effectively prevent the <br />contamination or pollution of all potable water <br />systems. <br />1.2 Authority: The Director of Public Works or his authorized <br />agent will have authority over this program. <br />1.3 Responsibility: The City of Colton, Director of Public <br />Works shall be responsible for the protection of the public <br />potable water distribution system from contamination or <br />pollution due to the backflow of contaminants or pollutants <br />
