1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />ORDINANCE NO. 0-32-92 <br />AN INTERIM URGENCY ORDINANCE OF THE <br />CITY OF COLTON ESTABLISHING A <br />MORATORIUM ON COMPOSTING, MULCHING <br />AND RELATED GREEN WASTE LAND USES <br />AND RELATED LAND USES IN THE CITY <br />OF COLTON PENDING COMPLETION OF A <br />STUDY TO INSURE COMPATIBILITY WITH <br />THE GENERAL PLAN <br />WHEREAS, composting, mulching and related green waste land <br />uses and related land uses include the use of green materials, <br />I <br />feedstocks, and biological solids such as animal manures and sewage <br />sludge; and <br />WHEREAS, the Community Development Department of the City of <br />Colton ("City") projects that residential, industrial and <br />commercial land uses will increase within the city at a rate far <br />exceeding the increase of composting, mulching and related green <br />waste land uses and related land uses; and <br />WHEREAS, the Colton City Council ("City Council") on the <br />advice of the Community Development Department finds and determines <br />that future composting, mulching and related green waste land uses <br />and related land uses may be incompatible with existing and future <br />residential, industrial and commercial land uses unless adequately <br />addressed through the planning and zoning process; and <br />WHEREAS, the City Council finds and determines that in order <br />to achieve compatibility between composting, mulching and related <br />green waste land uses and related land uses and residential, <br />industrial and commercial land uses presently and in the future a <br />study is necessary in order to assess available planning and zoning <br />mechanisms; and <br />
