1I <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />E. <br />a <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />ORDINANCE NO. 0-04-95 <br />AN URGENCY ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF COLTON <br />ESTABLISHING A UTILITY USER TAX <br />WHEREAS, the City of Colton is facing serious financial difficulties in meeting its <br />obligations; and <br />WHEREAS, it is imperative that the City of Colton generate sufficient revenues to meet <br />its obligations to provide service to the citizens of Colton and to compensate city employees for <br />work performed in connection with the provision of such services; and <br />WHEREAS, the City Council finds and determines that an emergency situation exists <br />necessitating the immediate and urgent implementation of an immediately effective ordinance <br />under the provisions of Government Code Section 36934 imposing a utility users tax to generate <br />operating funds for the City of Colton in order to assure that necessary public services are <br />provided to the community and that city employees are properly compensated for work <br />performed. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON DOES ORDAIN <br />I AS FOLLOWS: <br />SECTION 1: Pursuant to the authority vested in the City Council under the provisions <br />of California Government Code Sections 37100 et §gq., the Colton Municipal Code is hereby <br />amended by the addition of Chapter 3.40 which shall read as follows: <br />
