"Traffic Committee" means that advisory committee consisting of <br />the Director of Community Development, the Assistant City Manager, the <br />Director of Public Works, the Director of Economic Development, the <br />Police Chief, the City Engineer as an ex officio member, and one <br />representative of the trucking industry and one representative of the local <br />business community appointed by the City Council serving as non-voting <br />advisory members." <br />SECTION 2: If any provisions of this Ordinance or application thereof to any person <br />or circumstances is held invalid, this invalidity shall not affect other applications of this <br />Ordinance which can be given effect without the invalid provision or applications, and to this <br />end, the provisions of this Ordinance are declared to be severable. This Ordinance shall be <br />liberally construed to achieve the purposes of this Ordinance and to preserve its validity. <br />SECTION 3: The City Clerk shall certify to the passage of this Ordinance and cause <br />same or a summary thereof to be published within fifteen (15) days after adoption in a <br />
