Any <br />person obligated to pay a delinquent account receivable to the City shall also <br />pay a late charge; a sum equal to ten percent (10%) of the delinquent accounts <br />receivable may be collected in the manner provided in Section 3.38.010 of this <br />code. This late charge of 10% will continue to be charged on delinquent <br />amounts that remains unpaid each month. The late charge shall continue for <br />every 30 days thereafter whereby such delinquent accounts receivable remains <br />unpaid. Nothing contained in this section shall limit, restrict or otherwise affect <br />the imposition of greater late charges, interest, penalties or other charges for <br />late payments as provided for by other sections of this code, or by the laws of <br />the State of California, it being the purpose of this section to establish a <br />minimum late charge. <br />3.38.030 Reduction For Early Payments On Accounts Receivable <br />Any fee, service charge, utility charge, license, or Transient Occupancy Tax <br />imposed by any provision of this code, which is paid within five working days <br />after the billing date and has been received in the City's Office, shall be eligible <br />for an early payment reduction. (Excluding, but not limited to, permits for <br />building or land use and billings for damages to City property.) Any qualifying <br />early payment on an account receivable to the City for the full amount due, shall <br />receive a reduction; equal to 2% of the billed accounts receivable, and that <br />amount be deducted from the balance due in the manner provided herein. <br />
