1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19' <br />20 <br />21 <br />22 <br />23I <br />24 <br />25I <br />26 <br />27 <br />28 <br />ORDINANCE NO. 0-17-96 <br />AN ORDINANCE OF MAYOR AND CITY COUNCIL OF THE <br />CITY OF COLTON APPROVING THE WEST VALLEY SPECIFIC <br />PLAN <br />WHEREAS, the Redevelopment Agency for the City of Colton <br />(Agency) has created a formulated, prepared and approved a <br />proposed Specific Plan for the West Valley Redevelopment Project <br />Area and has recommended that the City Council of the City of <br />Colton approve and adopt said Specific Plan; and <br />WHEREAS, said Specific Plan has been prepared pursuant to <br />Section 65450 et sea. of the California Government Code and other <br />applicable laws; and <br />WHEREAS, the Planning Commission of the City of Colton has <br />adopted a resolution recommending approval of the proposed <br />Specific Plan and has a finding that the proposed Specific Plan is <br />in conformity with the Colton General Plan; and <br />WHEREAS, the Planning Commission has issued a Mitigated <br />Negative Declaration for the Plan; and <br />WHEREAS, the Specific Plan is consistent with and will serve <br />to implement the City's General Plan; and <br />WHEREAS, the Specific Plan has been found to meet all criteria <br />for state and local regulations; and <br />WHEREAS, the Agency submitted the proposed Specific Plan and <br />its Report thereon to the City Council, which Report contains, <br />among other things, the Planning Commission's resolution <br />recommending approval; and <br />WHEREAS, a joint public hearing has been fully noticed and <br />held by the Agency and City Council as required by law, all <br />
