Section 14.01.010 of the Colton Municipal Code is hereby amended in its <br />entirety to read as follows: <br />"14.01.010 Authority. <br />The ordinance codified in this title is enacted pursuant to authority conferred to <br />the city under Article II, Section 7 of the Constitution of the state of California, <br />California Government Code Sections 54300 et secf., California Health and Safety <br />Code Section 5471, and Article XI, Sections 5 and 7 of the Constitution of the <br />state of California to establish a system for controlling discharges into the city's <br />storm drain system and to establish necessary fees and charges to fund storm <br />drainage improvements and the operation and maintenance thereof." <br />SECTION 2. Section 14.01.030 of the Colton Municipal Code is hereby amended by <br />the addition of the following definitions to read as follows and to appear in alphabetical <br />order within Section 14.01.030: <br />"Adjustment" means a determination that the volumetric amount of storm drainage <br />which enters the storm drainage system from a parcel is substantially different from <br />the average storm drainage. <br />1 <br />
