The finance department will bill the responsible party for the police services <br />fee established by resolution of the city council. <br />9.38.050 Appeal. <br />Any responsible party who receives a bill from the finance department pursuant <br />to this chapter may within fifteen days after receiving such bill, file a written request <br />with the city clerk appealing the bill. The written appeal shall state the grounds for such <br />appeal and the specific factual basis for the appeal. The responsible party is deemed to <br />have received the bill on the third day following the date that the finance department <br />caused the bill to be placed in the United States mail. The city manager or his or her <br />designee shall review any written appeal filed with the city clerk pursuant to this chapter <br />and shall prepare written decision on the appeal within thirty (30) days from the date that <br />the written appeal is received by the city clerk. All decisions by the city manager or his <br />or her designee shall be final." <br />SECTION 3: If any provisions of this Ordinance or application thereof to any person <br />or circumstances is held invalid, this invalidity shall not affect other applications of this <br />Ordinance which can be given effect without the invalid provision or applications, and to this <br />end, the provisions of this Ordinance are declared to be severable. This Ordinance shall be <br />liberally construed to achieve the purposes of this Ordinance and to preserve its validity. <br />SECTION 4: The City Clerk shall certify to the passage of this Ordinance and cause <br />same or a summary thereof to be published within fifteen (15) days after adoption in a <br />newspaper of general circulation, printed and published in Colton, California and the Ordinance <br />4 <br />
