1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />71 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />21 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />ORDINANCE NO. 0-27-96 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />COLTON AMENDING SECTIONS 3.08.120, 3.08.140 AND 3.08.150 <br />OF THE COLTON MUNICIPAL CODE RELATING TO THE <br />AUTHORIZATION OF THE CITY MANAGER AND PURCHASING <br />OFFICER TO CONTRACT FOR CITY SUPPLIES, SERVICES, <br />EQUIPMENT <br />THE CITY COUNCIL OF THE CITY OF COLTON ORDAINS AS FOLLOWS: <br />SECTION 1: The opening paragraph of Section 3.08.120 of the Colton Municipal Code <br />is hereby amended to read in its entirety as follows: <br />"3.08.120 Formal contract procedure. <br />Except as otherwise provided in this chapter, purchases and contracts for supplies, <br />services and equipment of a value greater than fifteen thousand dollars shall be by written <br />purchase order to the lowest responsible bidder, pursuant to the procedures prescribed <br />herein.... " <br />SECTION 2: Section 3.08.140 and 3.08.150 of the Colton Municipal Code is hereby <br />amended to read in its entirety as follows: <br />"3.08.140 Open market purchases. <br />Purchase of supplies and equipment of an estimated value of less than fifteen thousand <br />dollars may be made by the city manager and/or the purchasing officer in accordance <br />with the procedures set forth in this section, without compliance with the formal contract <br />procedures set forth in Section 3.08.120. The purchasing officer solicit competitive bids <br />for all such purchases pursuant to the procedures described herein: <br />A. For purchases of fifteen thousand dollars or less, but more than five thousand dollars, <br />bids may be verbal or written, and shall be made at the discretion of the purchasing <br />officer. Wherever possible, at least three bids shall be obtained. <br />
