1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />g <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />INTERIM URGENCY ORDINANCE NO. 0-29-96 <br />AN INTERIM URGENCY ORDINANCE OF THE CITY OF <br />COLTON ESTABLISHING A MORATORIUM ON <br />PROCESSING OF APPLICATIONS FOR THE <br />CONSTRUCTION OF FREEWAY ORIENTED SIGNS NOT <br />ALREADY APPROVED WITHIN THE CITY <br />WHEREAS, the City Council has recently received information from the public <br />indicating serious concern about the creation of visual blight within the City by the proliferation <br />of freeway oriented signs as defined in the Colton Municipal Code at Section 18.50.120; and <br />WHEREAS, the City Council has in the past approved the granting of conditional use <br />permits and variances allowing larger signs than that prescribed by City ordinance; and <br />WHEREAS, residents of the community and of surrounding cities have voiced strong <br />opposition to the further proliferation of such signage within the City of Colton; and <br />WHEREAS, it is imperative that the City review its zoning ordinance to assure that <br />further construction of billboard signs within the City furthers the best interests of the <br />community and furthers the health, safety and welfare interests of the community; and <br />WHEREAS, Government Code Section 65858 authorizes the City Council to adopt as <br />an urgency measure an interim ordinance prohibiting any uses which may be in conflict with <br />general plan, specific plan and zoning code changes which the City is considering or studying <br />or intends to study within a reasonable time. <br />NOW THEREFORE, THE CITY COUNCIL ORDAINS AS FOLLOWS: <br />SECTION 1: The City Council finds and determines the following: <br />(a) The potential for visual blight caused by the proliferation of freeway oriented signs, <br />whether such signs comply with the provisions of Colton Municipal Code Section <br />
