11 <br />?A <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />ORDINANCE NO. o-m-qg <br />AN ORDINANCE OF THE CITY OF COLTON, <br />CALIFORNIA, AMENDING CHAPTER 5.24 OF THE <br />COLTON MUNICIPAL CODE CONCERNING MASSAGE <br />PARLORS AND MASSAGE TECHNICIANS <br />WHEREAS, the City of Colton requires all persons practicing, attempting to <br />practice, engaging in or carrying on the business of a massage technician to pay a business <br />license fee and obtain a permit pursuant to Chapter 5.24 of the Colton Municipal Code; <br />WHEREAS, the City of Colton requires all persons, associations, firms or <br />corporations conducting or operating a massage parlor to pay a business license fee and obtain a <br />permit pursuant to Chapter 5.24 of the Colton Municipal Code; <br />WHEREAS, persons practice, engage in and carry on the business of massage <br />technician outside of massage parlors, including within licensed cosmetology establishments; <br />WHEREAS, licensed cosmetology establishments are regulated by the State of <br />California and are required to meet certain minimum standards with respect to the health and <br />safety of employees and patrons alike; and <br />WHEREAS, the public health, safety and welfare would be adequately protected <br />if the City imposes requirements on persons who own or operate licensed cosmetology <br />establishments in which incidental massage services are performed which are different from <br />those placed upon persons who own or operate massage parlors. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON <br />DOES ORDAIN AS FOLLOWS: <br />SECTION 1.
