The City Council hereby finds that the proposed amendments to the California <br />Standards Code adopting the UBC, UMC, UPC and NEC, as well as the proposed amendments <br />other codes, are reasonably necessary because of local climatic, geologic or topographic conditions. <br />finding is supported and based upon the following express findings and determinations, followed by <br />2 <br />
