The City Council hereby declares that it would have <br />adopted each section irrespective of the fact that any one or more subsections, <br />subdivisions, sentences, clauses, or phrases be declared unconstitutional, invalid, or <br />ineffective. <br />SECTION 6. The enactment of this ordinance has been determined to be <br />Categorically Exempt pursuant to the California Environmental Quality Act (CEQA) <br />and Section 15301 (Class I - Existing Facilities) of the CEQA Guidelines. Staff is <br />directed to file a Notice of Exemption with the County Clerk within five (5) days of the <br />adoption of this ordinance. <br />SECTION 7: The City Clerk shall certify to the passage of this Ordinance and <br />cause the same or a summary thereof to be published within fifteen (15) days after <br />adoption in a newspaper of general circulation, printed and published in Colton, <br />California, and the Ordinance shall take effect thirty (30) days after its enactment in <br />accordance with the provisions of California law. <br />PASSED, APPROVED, AND ADOPTED, this 19th day of October, 1999. <br />Karl E.
