General Plan Consistency Findings. The City Council of the City of Colton hereby finds and determines: A. Based on the entire record before the City Council and all written and verbal evidence presented, the City Council finds the Text Amendment is consistent with the General Plan of the City of Colton because it provides and encourages the continuation and rehabilitation of housing, including low income housing within the City. Moreover, the Text Amendment helps to promote and achieve the following General Plan policies: 1. Housing Element Policy 4.3: The City encourages individual rehabilitation efforts which serve to maintain the existing housing stock in a healthy, safe and aesthetically pleasing condition. 2. Housing Element Policy 3.1: The City supports active code enforcement efforts in order to maintain the structural integrity and aesthetic quality of existing housing stock in accordance with the objectives and standards of the General Plan Land Use Element and Chapters 18.46 and 18.56 of the Zoning Ordinance. 3. Housing Element Policy 3.2: The City will actively pursue abatement of illegal, non -conforming and blighted properties in accordance with the objectives and standards of the General Plan Land Use Element and Chapters 18.46 and 18.56 of the Zoning Ordinance.
